WEll yes, It does.
Notably in Africa, circumsised people have a lower prevalence of AIDS. Why? because circumcision allow better hygiene of this part of the male body, and hence decrease the prevalence of some venereal diseases tht makes you more prone to catch AIDS. Of course a good personal hygiene is as good as circumcision, but in some parts of the world, it is way easier to be circumcised that to get clean water for shower... Patrick

yes, there are specific receptors on the penis head that allow HIV receptors to bind. after circumcision those specific receptors on the penis head are reduced in numer. therefore reducing the chance of gettiung HIV by to about 37%. if om wrong some please correct me. thank you
Out of that HIV/AIDS thing, uncut penis is obviously less hygienic because there is a little space between the gland (penis tip) and prepuce (the one that's removed in circumcision), which provides a perfect site for microorganisms to grow. It's warm, dark, moist, hidden. Cutting prepuce means to remove the space, so guys easily clean his penis for better and this anticipates them to get infected by microorganisms
