Yes, the hypothalamus is a gland. A gland is generally an organ that synthesizes and secretes chemicals in the body. In the case of the hypothalamus, it synthesizes and secretes neurohormones.

hypothalamus is derived from ectoderm...it functions both to maintain homeostasis andand secrete neurohormones like ADH(vassopressin) and oxytocin......so one may consider it under the category of glands though it secretes releasing factors like SRF,TRF etc..
