[NEUROSCIENCE]-Question about Neocortex

My textbook "Neuroscience: exploring the brain, by Bear et al" says in an earlier passage that the neocortex is only found in mammals. However, later on in the book there is some research that says that there is some extent of neocortex in ALL living species. Are these two passages contradictory?
