GABA inhibitory activity

Can somebody explain me the reason why the inhibitory activity of GABA's receptors is coupled to excitation? Why is there no effect of GABA signal if it is not near to the glutamate one?

Is it probably because, without the glutamate action that allows the positive charges to get in the cell, the anions (Cl-) are in equilibrium and don't get in even if the GABA binds to receptor?
