can anyone explain the rule of MPN calculation

MPN table

sample identity: potable water
quantity:100mL
broth; 10mL
amount sample to be dispensed in broth- 20mL undiluted
result: 4 positive tubes out of 5 inoculated tubes
MPN table result: 4---8.0MPN/100mL
interpretation: there would be approx.8.0 positive organism in 100mL undiluted sample
