DNA purity

is it true, that when the ratio ABS260/ABS280 > 1.9, the DNA is not pure, but impure with RNA or some organic compounds?

to the best of my knowledge, pure DNA preparation have expected ABS260/ABS280 ratio between 1.8 and 2.0.
