Unexpected Eye Color Inheritance

I have a genetics mystery in my family, though perhaps it has an easy answer. A family member has brown eyes, yet both her parents have blue eyes. (Note, they are definitely the blood parents.) It is my understanding that blue eyes are recessive to brown eyes, so the parents would have to be "bb" and "bb", yet their offspring is "B_". How can this be? Thanks!
