Suggest fastest techniques for identifying biofilm community in membrane filters of Reverse osmosis-water dispensing machines.

16S PCR followed by either cloning and sequencing or by next gen sequencing without cloning. Might be expansive though.

you mean to identify the organisms specifically?
if the HPC is always too high there is a possibility that there is a biofilm community.
