What is jumping genes or Transposons?

It's a segment of DNA that can become integrated at many different sites along a chromosome (especially a segment of bacterial DNA that can be translocated as a whole)

there are a protein (transpos-ase) system to help DNA cut and intergrate to a homologous site ( with DNA unit on transpos-ase)
Now they can use transposon as a tool for transgene or gene-knockout.
