BSL-3: The Anthrax is Coming

Livermore Lab is planning to build and operate a new facility to experiment
with bio-warfare agents such as live anthrax, botulism and bubonic plague.

The new facility is called a BSL-3 (short for Biosafety Level 3). It will
consist of 3 laboratories and cover 1,500 square feet. One of the labs will
be used to conduct experiments with aerosolized, or airborne, agents.

The Dept. of Energy (DOE) has released a draft Environmental Assessment
(EA) for the planned BSL-3 facility at Livermore. The comment period ends
Sept. 7, 2002. Tri-Valley CAREs will have "talking points" and sign-on
letters available at its office on Thursday, Sept. 5. We will also have a
computer set up then for folks to send comments to DOE via email.

The draft EA says the BSL-3 facility will use "...exotic agents which may
cause serious or potentially lethal or debilitating effects on humans,
plants and animal hosts." In other words, a plethora of deadly bio-agents
and toxins.

One concern is that Livermore Lab has amassed a terrible, 50-year-long
history of leaks, spills, accidents and releases into the environment with
its radioactive materials. Our community now has elevated levels of
plutonium in city parks and tritium (radioactive hydrogen) in our grapes
and other agricultural products. Who is to say we won't have to contend
with live anthrax spores and rare disease agents in the future?

Further, locating a BSL-3 facility to work on bio-weapon agents inside a
classified weapons laboratory raises serious questions. DOE and Lab
spokespersons insist that the research to be conducted at Livermore is
"defensive" research aimed at detecting bio-agents.

However, Livermore Lab's central mission for the past half-century has been
the development of nuclear weapons of mass destruction. How will the Lab
convince the world that its new work with bio-agents is strictly defensive?
DOE and Lab statements, and the draft EA, ignore this important question.
Yet, avoiding it will not make it go away.

It's a fine line that separates "defensive" (e.g., detection methods for
bio-weapon agents) from "offensive" research (weaponization of the agent).
Even the carefully worded definition of the proposed BSL-3 work contained
in the draft EA suggests the Lab may skirt that line.

The EA states that the DOE national security mission will require the
Livermore BSL-3 facility to, among other things: "... produce small amounts
of biological material (enzymes, DNA, ribonucleic acid [RNA], etc.) using
infectious agents and genetically modified agents..."

The draft EA leaves it open for Livermore to import an indefinite number of
bio-toxins and bio-agents once the facility is built, including any and all
BSL-3 level bacteria, fungi, parasites, viruses and prions. This is a long
list, and the EA puts it inside a 45-page appendix.

The only limits offered in the EA are on quantities of individual
bio-agents (no more than a liter of any one cultured microorganism at a
time), and on the overall inventory (less than 10 liters of cultured
microorganisms at any one time). This is due to the fact that any amount
over 10 liters gets defined as a production and not a research facility.

The draft EA discloses that some of the research with bio-agents will make
them airborne. In particular, it describes what it calls "challenges" of
small animals -- up to 100 at a time. The EA describes a "tissue digestor"and some of the other equipment to be used in animal experiments. (Upon
reading this, one of our members wondered aloud how this is different than
the purported Iraqi experiment on the dog, and whether CNN will run tape of
Livermore's BSL-3.)

There are a number of BSL-3 facilities, run by the Centers for Disease
Control (CDC) and others, around the country. But, rather than send a
Livermore researcher and/or the bio-detector to a CDC lab for testing
(where there is at least a track record and an agency with a civilian
mission), DOE and Livermore want to bring all the bio-agents here.

This suggests that, over its 30-year life time, the BSL-3 at Livermore Lab
may be used for more than its announced program of developing
bio-detectors

One of the more notable vulnerabilities associated with this service is a denial-of-service condition that exists in the RPCSS service. This issue is due to a failure of the application to properly handle malformed network messages.

The problem presents itself when the malformed messages are handled by the affected service. Exceptional conditions triggered by the malformed messages cause a failure of the application to free previously acquired heap memory. After processing a number of offending messages, the process will be unable to allocate more memory for incoming network data and a denial-of-service condition will be triggered.

Sabrina, check that your virus protector/ firewall is up to date and scan your computer. Check that your windows firewall is turned on. If you are running windows xp then start -> control panel -> security centre -> firewall "on". If your virus protector doesn't pick it up and remove it then it may be a bit more complicated to sort out. If John Kerne is about he will probably be one of the best people to talk you through it. It is something that you have picked up - I doubt very much that you have been specifically targeted.

I very much doubt someone is specifically targetting your PC's.

Sabrina:

These 'attacks' are carried out by automated software programs
that scan the internet trying to connect with other PC's. This is
done by scanning ranges of IP addresses: every computer
attached to the 'net has a unique IP address. So by starting
at a certain IP address, they try and connect with that address
and if not successful, they add one to the IP count and then try
that. Upon connecting with your machine, the software program
still has to find a way into your PC by exploiting a vulnerability.

Helen was spot on in saying you should make sure that you have
the latest patches for Windows installed by going here

Make sure your virus checker is up to date and your firewall rules if
you run one - you should.

The attempted connection on your machine is just a random connection
from one of the thousands of these programs scanning the internet.
Nothing to worry about as long as you run a firewall.

If you are receiving viruses via email then again these are not normally
something you need to worry about as long as you run a virus checker.
And I say nothing to worry about because these are increasingly
becoming a fact of life and commonplace these days! If you use
Outlook express for email there are two things you should do:

1. In Outlook express, go to View, then Layout. Make sure that
'Show preview pane' is not checked since this will 'load' the contents
of an email without manually opening it.

2. In Outlook express, go to Tools / Options / Security and make sure
you select/tick the option saying 'Do not allow attachements to be saved
or opened that could potentially be a virus.

Always be very suspicious of emails with attachements and unless you
are expecting such an email then don't open it. Delete it.

Main thing is, don't think there is anything personal involved with
viruses and these other programs. These things are unleashed
on as big a scale as possible in order to infect as many PC's as
possible. These PC's are often used en masse to attack web sites
and blackmail the owner.

So it's not personal for these people. It's business

If you are running a firewall (and it seems you are Sabrina) the fact
that you got a high rated warning and even getting lots of warnings
each day normall means that your firewall is just doing it's job

With the hypothesis that a chemical is mutating the gene being copies by the ribosome and thus creating a bad copy that produces a protein that , with an alkeline and carbon environment creates these protein strands that destroy the cytokines thus destroying our immune system.

Polymorphisms in cytokine genes can influence immune responses, inflammation, and tissue injury and may affect the outcome of hematopoietic stem-cell transplantation.

However, I just got my security system up and running recently. I know how stupid it was now not to have had this working before but I never had any problem like this before so I never made it a priority.

In the business of blackmail hu? Should this be reported then? Would this be called electronic harassment or something like that? Is this legal?

I'm not too worried about blackmail really as I am not hiding anything and am a law abiding citizen with no criminal record whatsoever.

Anyway, I am glad you and Helen can conclude that my computer being hacked into was doubtfully not personal without having addressed my statement of being threatened or raising any other questions as to why this is being brought up. I feel relieved now.

Sorry but your mutation explanation is a bit too simple to explain anything. First, relevant mutations would have to happen at the DNA level, not during transcription, because you would then have only one mutated protein among all those produced, so it's rateher inocuous. Second considering the war between bacteria and our immune system if such a thing could possibly appear, this would have already been found, and fixtaed in the genome of numerous bacteria, and hence identified by your microbiologist friends, like me

And there is absolutely no link between Cytosine and cytokines.

Question...Agent orange for an example..can a pesticide cause the DNA of a gene to mutate to the point where the copy now mutated creates a protein that could appear as a black microscopic fiber? Can this happen at the base level?

This is how Cancer works..and Alzheimers...they create proteins that build up in the body due to a mutation of something.

I know for usre that these fibers destroy your immune system and create a very high C-reactive protein level.

Also since this can not be destroyed by chemo therapy, interfuron, HIV treatment and Radiation could it not be forming in the bone marrow and carried in the red blood cells? A black or colored protein depending upon the body's makeup.

I was found to have a VERY HIGH alkeline PH and high CO2 levels with a high platlet count.
