What is the difference between trans-golgi and cis-golgi?

Yes. Trans-cisterna connects between RER to Golgi complex, to receive product from protein synthesis, then the protein undergoes glycosilation, step by step until it will transport to cis-cisterna for the final product. A vesicle or secretory granule will appear from the cis tip to bring the product to its destination, for example exocytosis.

all of them form the golgi apparatus. Cis :from cell move on
Trans: from golgi move out.
