need help regarding this procedure experiment

this is the procedure:
1. stone is inserted into 10L of plastic tank until 1/10 the tank
2. bacteria is then inserted into the tank
3. distill water that had been autoclave is inserted in the 10L plastic tank


the question is:
why step at 2 is done first before inserting the distilled water ?
what happen if the distill water is pour first before the bacteria?

answer 1
had stone been put after the bacteria they could affect them adversely

answer 2
that depends on what your experriment is about
it isn't what you do that matters but it is how you do it

otherwise the bacteria could stay on top of the water because of surface tension and not have a chance to settle to the bottom with the stones.

it is 100% that the bacteria do not settle to the bottom?
