Are foot fetishes caused by the feet and genitals occupy adjacent areas of the somatosensory cortex? Could that explain why they are relatively common.

Well... yes, that would be the most likely psychophysiological explanation... The fact that these areas occupy adjacent spaces as mapped out on the S1 map. A good book to read is Phantoms in the Brain by Dr. V.S. Ramachandran, who approches this subject in detail. There are also some interesting youtube videos out there as well.
