What animal is that ? (a Thai fish ?)

Just registered here as it seem to have many "animal experts" on this forum

A friend of mine took this "fish" near Koh Lanta island in Thailand.
Could anyone tell me/us what animal it is ?

I think that's a plant. Just look where he hooked it from. (you can see hook in upper picture) sure sign of plant-ness.
