Help identify this aquatic species

While fishing in shallow freshwater inland stream in central VA, I came upon a strange aquatic creature. It was about 6 inches long by 1 in wide, looked like an unformed fish. It was albino-white, rubbery, had a slit along its belly, and two short pointy undeveloped fins or feet. Looked like it had an undeveloped fish head. Face looked like it had a small pointy mouth at very tip. It was floating dead in the water. What was this?!

When anything has been dead in the water for a while, it will appear malformed and rubbery. Maybe the oddity of your find is just due to the amount of time it was dead.
What did the parasitic Candiru fish say when it finally found a host? - - "Urethra!!"
